Some do, some do not. The narrow Speicherstadt canals can only be entered by small boats and, according to operators, depending on the tide; large harbour ships stay on the Elbe. The description of each cruise says whether the Speicherstadt is part of the route, so read it before you book.
It used to be free with a timed ticket. Press reports from 2026 say the Plaza has cost admission since 5 October 2026, with a regular price of five euros. Rules and prices change, so check elbphilharmonie.de; a guided Plaza tour with entry ticket is also offered here.
Several of the most-reviewed tours there are explicitly for guests aged 18 and over, and the listing says so. Daytime walks and other tours in the city are the better choice for families; check the minimum age on each booking page.

No. Hamburg is a river port on the Elbe, roughly 100 km from the North Sea. The Elbe has sandy shores in the west of the city, but a city break here is about the harbour, the old warehouses, museums and nightlife, not swimming.
